Small Business Optimism At Depressed Levels: Hope and Change

Small business optimism is still at extremely depressed levels. Most new job creation comes from small businesses, so this is not an encouraging chart. Why should a small business owner be optimistic given the tidal wave of taxes and incremental costs coming his way from the Obama adminstration?
